The Evolution of China’s “Informatization” Policy: From Village Phones to Cyber Sovereignty

What are China’s plans for Cyberspace? This talk will discuss how Chinese Cyber-policy has evolved, what it currently embraces, and where the Chinese government hopes it will be going. The concept of “Informatization” embraces all aspects of national information technology development, implementation and use. While to an outsider it might look easy for a strong central government to implement a well organized and balanced national plan, the reality has been much more complex. Seized with the importance of the geopolitical implications of Cyberspace, President Xi Jinping has set forth policies, and sought allies, for a Chinese vision of a globally governed Cyberspace whose policies are set by sovereign governments, particularly with respect to content management and cyber security.

China and America: A Rooster Year and a Trump Presidency

This is a very uncertain period and James Kelly will try to update the always complex Sino-American relationship. This year China faces an important five year Party Congress and the Trump administration is shaking up America’s longstanding ties with other countries, the largest being China. Mr. Kelly will leave to others the analysis of Washington DC and American politics. But beyond China’s internal politics, as interesting as they are, China is facing vast economic challenges and, at the same time, initiating significant policies toward the Indo-Asian Pacific region. We will seek to have a discussion of China’s problems and policies and a likely Sino-American summit.

Tea as Culture in Chinese Tradition

Tea was first used by humans in China several thousand years ago, and since the Tang Dynasty, especially after Lu Yu’s famous “Book of Tea,” tea drinking has become an important cultural symbol and practice linked closely with the Chinese cultural tradition of Confucianism, Daoism, and Buddhism, serving as a medium for the cultivation of the mind and body. As such, tea provides a perfect opportunity to study human relationships with nature. This presentation will introduce the changing technologies of tea drinking in China, discuss Lu Yu’s “Book of Tea” and his personal biography, and explore how tea drinking has been incorporated in the Chinese tradition as a symbol of self-restrain, virtue, harmony and tranquility. Poetry, painting, and photos of ancient tea utensils will be used to discuss these topics.
